EU 2024 Enhanced Organic Product Monitoring and Control Rules
EU’s 2024 organic product regulations increase surveillance, including China, India, and Turkey, focusing on ginger, peanuts, tea, and stringent checks.
On November 28, 2023, the Directorate-General for Agriculture and Rural Development of the European Commission issued additional monitoring and control measures for organic products for the year 2024. These measures adjust the scope of products under surveillance compared to the previous two years. The key control measures for 2024 are as follows:
- The implementation period is from January 1, 2024, to December 31, 2024.
- In addition to China, 15 countries including India, Turkey, and Peru are included in the scope of these additional monitoring measures.
- The controlled organic products from China have increased to three types: ginger, peanuts, and tea.
- For Chinese organic products included in the additional monitoring measures, the minimum pre-export inspection ratio for all products is at least 10%.
- The inspection of selected products includes all substances prohibited in organic production, with a special emphasis on the detection of ethylene oxide.
- Details such as batch numbers and COI numbers (when available) of the inspected products.
- Operators of controlled products (including production, processing, trade, storage, and sales) must undergo at least two on-site inspections, one of which is unannounced.
- During on-site inspections of controlled products, at least one sample of unharvested crops must be taken for testing. For non-cultivating operators, sampling tests should be conducted on raw materials, intermediate products, or processed goods.
- Certification bodies are required to keep records of the measures taken following the detection of prohibited substances in goods, such as downgrading the goods to conventional status, refusing to issue a Certificate of Inspection (COI) for sale to Europe, and corrective and preventive actions taken by operators.
IBD will further agree on the implementation details of these measures in accordance with the requirements of the Directorate-General for Agriculture and Rural Development of the European Commission.
