EU 2024 Organic Product Control and Monitoring Update
EU 2024 regulations enhance organic product surveillance, expanding scope to include China, India, and Turkey, with stringent inspections.
On November 28, 2023, the European Commission’s Directorate-General for Agriculture and Rural Development issued the 2024 regulations for additional monitoring and control measures on organic products. These measures mark an adjustment in the scope of products under surveillance compared to the previous two years. Below is a breakdown of the main control measures and their implications:
Implementation Period
The regulations will be effective from January 1, 2024, to December 31, 2024.
Expanded Geographical Scope
In addition to China, 15 other countries including India, Turkey, and Peru are now under the purview of these additional monitoring measures.
Increased Control on Chinese Organic Products
There’s an expansion in the types of controlled organic products from China, now including ginger, peanuts, and tea.
Stringent Pre-export Inspection
Organic products produced in China and included in the additional monitoring scope are subject to a minimum pre-export inspection ratio of at least 10%.
Comprehensive Product Testing
The inspection will cover all substances prohibited in organic production, with a particular emphasis on the detection of ethylene oxide.
Inspection and Certification Details
Products under inspection will have their batch numbers and COI numbers (when available) recorded.
Mandatory On-site Inspections
Operators handling these controlled products, covering stages from production to sales, are required to undergo at least two on-site inspections annually, including one unannounced inspection.
Sampling Tests During Inspections
During on-site inspections, at least one sample from unharvested crops will be tested. Non-cultivating operators must perform sampling tests on raw materials, intermediate products, or finished goods.
Record-Keeping by Certification Bodies
Certification bodies must archive actions taken following the detection of prohibited substances, such as downgrading products to conventional status, refusing to issue a COI for sales in Europe, and corrective and preventive actions taken by operators.
Collaboration for Implementation Details
IBD and FOFCC will work in conjunction with the European Commission’s Directorate-General for Agriculture and Rural Development to further define the implementation details of these measures.
